Jingtian & Gongcheng (the “Firm”) today announced the recent hire of Dr. Liu Wei as part of the continued, strategic expansion of the Firm’s regional capabilities. Dr Liu has joined Jingtian & Gongcheng as a partner based in its Hong Kong office. Dr. Liu specializes in Capital Markets transactions, having advised numerous companies and financial institutions on corporate finance matters during his career. Dr. Liu’s extensive experience also encompasses cross-border M&A, China foreign direct investment, real estate, and foreign-related litigation matters.

Over the past three decades, Dr. Liu worked as head of China Practice, managing partner, chief representative in China, or other senior executive roles for several leading international law firms. He maintains a high level of market recognition, due to his deep experience in handling legal matters related to Greater China. Dr. Liu provides pragmatic, commercial legal advice on listing, regulatory and compliance issues to market-leading companies.
Dr. Liu previously worked for several local and state governmental authorities in China, including as a senior officer of the Central Committee of the Communist Youth League of China, then as secretary to a Vice Director of Xinhua News Agency Hong Kong Branch and then as secretary to a Vice Minister of the Ministry of Justice of the PRC. In the 1980s, Dr. Liu participated in the drafting work of the Hong Kong Basic Law. In the late 1990s, Dr. Liu worked at the Securities and Futures Commission as the China affairs officer responsible for supervision of and policy making in respect of the Red-Chip, H-Share and B-Share companies. In this role, he was also responsible for coordination with the China Securities Regulatory Commission, Shanghai Stock Exchange, and Shenzhen Stock Exchange. Dr. Liu is one of the first batch of PRC lawyers working in Hong Kong. He is also a member of Shaanxi CPPCC.
Dr. Liu has worked in Beijing, London, New York and Hong Kong. He is qualified as a lawyer in PRC and a solicitor in Hong Kong and England and Wales. He is the first postgraduate student studying Hong Kong law in PRC and the first PRC student obtaining a Ph.D. in law from the University of Cambridge after 1949. Dr. Liu is fluent in Mandarin, English and Cantonese.
Dr. Liu will lead a highly experienced team including Justin Ma, who is a partner in the Firm’s Hong Kong Office, and Liu Haiye and Li Xiao.
