Lawyers Zheng Chenghai and Long Yanmei, who are in charge of the French business at Jingtian & Gongcheng, led the team as legal adviser for Jiayou International Logistics Co., Ltd. ("Jiayou International"), an A-share listed company, and participated in the whole process of the PPP project for the modernization of Kasong Vallesa-Sakaniya road and dry port ("Dry Port Renovation Project") in the French-speaking African country Democratic Republic of Congo ("DRC"), helping the Chinese enterprise successfully complete this first government and social capital cooperation project in Africa. The project was immediately reported by Radio-Télévision Nationale Congolaise (RTNC), the famous local radio, television and newspaper in Africa as well as the "Afrique Infos".

With rich experience in overseas investment and full understanding of the dry port renovation project, lawyers Zheng Chenghai and Long Yanmei provided full legal services to Jiayou International, assisting it in conducting in-depth discussions on the financial, legal, tax and risk allocation issues of the dry port renovation project, and the protracted negotiations with the Congolese (DRC) government. Finally, with the assistance from Jingtian & Gongcheng, Jiayou International reached a concession agreement on August 12, 2019.

This dry port renovation project is the first public service entrustment project that a Chinese enterprise obtained in Congo (DRC) and the first dry port project in Africa with which a Chinese enterprise goes global. The port of Kasong Vallesa, where the renovation project is located, is a transportation hub of Congo (DRC) in the southern region. After the renovation project is completed, it will greatly improve the transportation conditions in the southern region of Congo (DRC), and increase the road capacity, which is conducive to promoting the development of the mining industry in Congo (DRC)  and reducing the transportation costs in the southern region.

The French Business Team at Jingtian & Gongcheng

At present, there are six lawyers and paralegals who are proficient in French in the team. They all graduated from France's famous law schools, including, Université Paris 2 Panthéon-Assas, Université Toulouse-I-Capitole, Institut d'études politiques de Paris - Sciences Po and Université de Strasbourg. The team leaders are Long Yanmei and Zheng Chenghai. Lawyer Long Yanmei studied and worked in France for many years. She obtained a double master's degree from Université Paris 2 Panthéon-Assas, a well-known French law school, and provided legal services for Chinese enterprises to invest abroad for many years, especially investment projects in mineral sources. She has rich experience in investment in mineral source. Lawyer Zheng Chenghai has studied and worked in France for more than 10 years. He has obtained a master's degree in business law from Université Toulouse-I-Capitole and is qualified as a French lawyer. He has provided legal services for overseas investment projects for many years, especially in the fields of infrastructure, natural resources and energy.
