The ex-chief of Coordination Bureau of Taiwan Affairs Office under the State Council P.R.C. joined Jingtian & Gongcheng as the chief counsel of the firm's cross-practice Taiwan Business Department.

Mr. Liu has seasoned experience handling with Taiwan-related (involving Hong Kong and Macau) issues.  Before joining Jingtian & Gongcheng, Mr. Liu had headed several bureaus in Taiwan Affairs Office under the State Council P.R.C., participated historic events such as Wang-Koo summit, Chen-Chiang Summit and other talks between mainland China and Taiwan regarding politics, economy, culture, education, science, technology and etc. and obtained rich experience especially in cross-strait negotiation on politics and economy, coordination, economic, civil, criminal, administrative rights and interests protection.  Mr. Liu took part in the formulation of "Laws of the People's Republic of China on Protection of Taiwan Compatriots " and the "Rules for Implementation of the Laws of the People's Republic of China on Protection of Taiwan Compatriots" and had leaded the investigation of the implementation of the two laws over China.

Mr. Liu has ample achievements in promoting the cross-strait communication and economy development.  He had been responsible for dealing with significant or complicated emergencies involving Taiwan compatriots, supervising the settlement of Taiwan-related affairs around China, organizing or coordinating large cross-strait seminars regarding economy trade, laws, arbitration, intellectual property, advertisement. He also had been in charge of maintaining the stability of Taiwan-involved affairs and petition.
